We are currently looking for an individual with a proven background in capital purchasing to efficiently source goods and materials for capital projects in support of the growth of our business. This role will also support direct and indirect purchasing activities for the various sites within Elkem Silicones North America.
DESCRIPTION
The Capital Buyer will be responsible for directly leading or guiding the RFP process by working with project engineers and managers to develop RFQ documents, source suppliers/vendors, evaluate bids, present recommendations to a project team and senior management as well as issue and confirm purchase orders. He/she will develop and work with counterparties on Terms & Conditions.
The successful candidate will track project progress as it relates to procurement activities including RFQ deadlines, delivery timeline, and invoice dispute resolution. They will ensure that purchase to pay work process are optimized through use of daily monitoring of SAP reports and timely resolution of identified issues. He/she will make decisions on capital projects related to vendor selection, price negotiation, contract terms and conditions, and timeline. Reviewing purchasing contracts to ensure compliance with corporate purchasing and legal guidelines as necessary along with reviewing and resolving contract disputes and/or Purchase Order Claims to bring about resolution are part of the scope of responsibility for the capital buyer.
In addition to these responsibilities, they will participate in outage planning meetings to ensure all material needs are addressed in a cost effective and timely manner from both a Procurement and Storehouse standpoint. Some other areas of focus include reviewing and providing feedback on capital expense proposals, setting up new, modifying and inactivating vendor information and issuing, confirming and expediting purchase orders.
As a liaison to internal stakeholders (Operations, Engineering, Project Management, and Legal,) the buyer will ensure purchase requirements are well-documented and risks are minimized through the enforcement of company policy and industry best practices.
The scope of this role includes managing multiple projects at once in a fast-paced environment. Projects can range from minor capital (< $10K) to large expansion projects (> $50M). The successful individual will demonstrate strong organizational skills and the ability to implement and maintain systems to monitor purchasing activities across a portfolio of projects.
POSITION REQUIREMENTS:
- Bachelor’s degree in engineering a technical area or related equivalent experience of a minimum of 5 years
- Minimum of 3-years direct procurement experience with capital projects
- Knowledge of procurement processes and controls including contract negotiation.
- Working knowledge of Microsoft Office suite.
- Experience working with SAP preferred or similar ERP system and working knowledge of reporting functionalities
- Experience sourcing industrial equipment, materials, and services for continuous processes.
- Demonstrated analytical, financial, and problem-solving skills
- Purchasing operations experience in an ISO 13485 and C-TPAT environment writing SOPs and auditing.
- Experience working with contracts including requests for proposals (RFP), requests for information (RFI), and invitations to bids (ITB)
- Experience working with EPCM and Design-Build procurements
- Project management skills
- Detail oriented, strong planning, organizational and multi-tasking skills.
- Effective interpersonal and communication skills, oral and written.
- Travel domestic and international (up to a maximum of 20%)
